I want to rank each of the cells as a percentage within the dataset with the top cell having a value of one and the bottom cell with a value of 0 and the cells in between having a percentage rank based on there value within the data set.
This is what I believe it should look like with the numbers under the missing function column written in manually.

This seems to do what you want:
=PERCENTRANK.INC($A$2:$A$13,A2)
