Timesheet to calculate TIL hrs based on Total Hours worked

I am working on s timesheet that calculates TIL hrs based on Total Hours worked less Regular Hours.
However, my TIL accrues a negative if there are no Total Hours entered yet.
How do I show TIL Accrued as 0 if Total Hours is 0?

would be easier if you provide an extra sample sheet also with correct values (no formula) wherever your formula fails or where you do not know how to calculate (change background color for easy detection)
