need formula to lookup various column rows and add together

Rows will be coming from an Entry form from users, I need a formula for a new table using the data collection area to add up two rows of the same city, same KPI and return a total Actual

eg:
PP01A
PP01B
I need to report an actual total of these two rows, but by City, by KPI.

I have attached a sample data collection area and what I am looking for in an output to turn into a table for a dashboard.
