conditional formatting based on another cell & leave blank cells

Hoping you good people can help me (again!)

I want to apply some conditional formatting to my excel sheet:

-If level states ">75" - colour cells only containing hours Green
-If level states "<20" - colour cells only containing hours Red

Blank cells to not be any colour

    Can anyone help?

Select Cell D3 and follow following steps:
    Conditional Formatting>>New Rule>>Formula:

For Green: =AND($C3=">75",D3>0) Select format color green
For Red: =AND($C3="<20",D3>0) Select format color Red

Click on Format Painter. Select Entire range D3:G7.
    Done.
