For each successive month of the year on line 6, I would like to subtract the constant cell B3. i.e., to get the change between April and January I would subtract B3 from E3. How can I copy this formula for every month, maintaining B3 as a constant?

Assuming I understand the question, you are looking for the concept of an absolute reference. An absolute reference is one with $ in it to fix the desired row/column reference. I would recommend reviewing something like this: https://support.office.com/en-us/art...rs=en-US&ad=US click on the "using references in Excel formulas" dropdown.
