I have a conditional format formula that works perfectly if the cell is a regular number, but if the cell is formatted as a percentage it does not work.
=D27>=E27 GREEN
=AND(D27<=E27-1,D27>E27*0.9) YELLOW
=D27<E27*0.9 RED
The formulas for GREEN and RED produce the desired result (regardless if cells are formatted as number or percentage), but YELLOW does not work. If I change the cell to a number (instead of a percentage), it works. If I format the cell as 0\% it works, but unfortunately it does not serve my purpose as I need to have 2 decimal places. When I formatted the cell as 0.00\% it did not work.
Additional information is as follows:
Cell D27 is Actual number, Cell E27 is Target number.
If the Actual number is equal to or above the Target number, Cell F27 turns GREEN
If the Actual number is less than Target but within 10%, Cell F27 turns YELLOW
If the Actual number is less than Target by more than 10%, Cell F27 turns RED
