Multiple Conditions from three differing cells to format one column cells

I am looking for a formula to conditional format the cells that contain text in Column A based on next week's date (Row 2) and the number located in a specific cell in the column under the specific date. Attached is example spreadsheet.

Hi and welcome to the forum

You'll need to offer a few specific examples identifying cells that need formatting and if it's not obvious, why.

I am needing the Name in Column A highlighted based on the NEXT WEEKS Billable hours being less than 24 hours. The issue is the date would be constantly changing
Example: I am looking at spreadsheet today (02/05/2020). Anyone with billable hours under 24 hours in week 02/10/2020 would need to be highlighted.
When I look at spreadsheet next week (02/12/2020), anyone under 02/17/2020 would need to be highlighted.
