How to do SUMIF's for numbers in a certain range.

I'm trying to come up with a SUMIF function with two arguments.

-Find values in columns F and G that are less than -12. (IE: Cell F5)

-Find where the the value in Column D is greater than the value previous row in Column B (IE: D5>B4)

The sum part is the difference between the previous row's values of B and C. [IE: F39 + (B38-C38)]

I've highlighted the values that I'm referring to.
