Conditional Formatting Disappears when I'm in the spreadsheet

I have created a document with multiple conditionals. I need to know when certain dates are coming up and when they have passed. I manually strikethru certain cells and they are supposed to go from a yellow background (from a previous condition) back to a white background. This work on the initial strikethru but the reverts back to the yellow. Also, when I scroll down on the page the condition kicks in but then disappears a second later.
