Dynamic Range does not ignore Cell Formulas with "" as blanks

Hi - Searched the forum but can't find the answer.

I have "Dynamic Range" set up, but it always selects ALL ROWS in the range even when the ROWS contain no data. (But they do have formulas, for example =IF(AA10="","",$H$14)

I am using =OFFSET(Input!$AA$7,0,0,COUNTA(Input!$AA:$AA)-1,16) - In this example below I would only need the range to be to ROW 9 and NOT all the way to ROW 26 - Where am I going wrong???
