    "IF(AND" formula to return blank if value is less than 3.5 ltrs

    Hi, I'm not getting this formula right pls help - attaching workbook

    Basically in the formula IF(AND(D4="spill","S"), I also want a result when Q4 is less than 3.5 litres...[I]IF(Q4<3.5,"",) result could be blank
