Multiple criteria grouped to one cell using Sumif and Vlookup

Hello all. I've been trying to use Sumif and Vlookup to solve this, but can't get it to work. (too many criteria, or too few). What I'm looking for is expenses entered to be sorted by department with multiple departments on one department tab (Rooms) and other expenses to calculate on the other department tab (F & B).

Thanks, but not what I needed.

Purchases should be divided into departments with R,M, & H posting to Rooms Sales & Summary tab
and F posting to the F & B Sales and Summary tab.
Codes S and A should only be included in the Summary Tab
