Vlookup two criteria and return multiple values

Hi,

I have a a data list where I am trying to vlookup and return multiple values, but the vlookup function is only returning the first instance of the value and not every instance, which is where I need help.

My data is looking up the state name (i.e. ohio) and the gender category (i.e. womenswear, childrenswear) to return who the representative for that state and gender is. The same rep for ohio womenswear may not be the same for childrenswear, so I need both of those names to return to me.

Screenshots are attached. The table I need to pull the table from/vlookup from is the "reps & states tab" and the value needs to be returned on the "state & vendor tab". So I would need a formula is the yellow cell, looking up D1 and C2248.
