    Conditional Formatting

    I am facing a very typical problem in conditional formatting for an excel file which is attached. The problem has been described by two screen shots. It is an excel file regarding a data fitment in a cell from a fitment table.

    Actually after getting increments for Ph.D (3x3%) or M.Phil (2x3%) the salary is increased and then it is made fit in a Level (like 10,11,12,13,14- according to designation) within the given fitment Table (basically a datasheet) given on Right hand side. Two cases may happen in this case: Either (a) it is falling short to a next higher cell in a given level or (b) it is exactly matching with a cell in a given level. Till now case (a) was happening and accordingly I applied a formula. But now the 2nd case is happening as shown in one of the screen shot.
    Here the value 89,900 in Cell K21 is exactly matching with a value in the datasheet (Level 11, Cell 10) and accordingly, I cannot make the formula so that in cell K22 exactly the same value "89,900" will reappear since in this case that value is perfectly matching with a cell value in the fitment table on right hand side.

    I applied the formula
    =IF(I21="YES",IF(T3=N1,MAX(V2:V41),IF(T3=O1,MAX(X2:X39),IF(T3=P1,MAX(Z2:Z35),IF(T3=Q1,MAX(AB2:AB19),IF(T3=R1,MAX(AD2:AD16),""))))),0) to get the value in Cell K22 but what modification I have to do so that the value 89,900 is reappeared from cell K21.
    I want a general conditional formula when both conditions (condition 'a' and 'b') can be fulfilled as & when which one will arises
