Assign People to Groups Based on Weight

I want to randomly assign people to groups of an approximate size. How ever i want to make the people weighted based on their experience.

So if John is experienced he is valued at 2 people and my group size needs to be approximately 10. to only 5 'Johns' can be assigned to that group.

any ideas from any one how i could do this?

I don't understand the relation between the request in post #1, "...randomly assign people to groups of an approximate size...weighted based on their experience", and the file attached to post #3.
Perhaps if some manually produced results were identified or added to the file then it would be more apparent as to that relationship and someone could write formula(s)/code to automate the process.
