Your data layout is a pain but as an array(enter with shift control enter) in d2 on the data sheet put =INDEX(C:C,MIN(IF(C2:C13="",ROW(C2:C13)-1)))
it would be much simpler if each row was already labelled with the project or the project name came above the project rather than at the end
use =SUMIFS(Data!$C:$C,Data!$B:$B,'Formula Duplication'!$B2,Data!$D:$D,'Formula Duplication'!D$1) in c2 on the formula duplication sheet and put the name the same way round in the summary table
