Counting Negative Times

I'm trying to make a sheet that will calculate compliance of deliveries arriving. Each driver has a booking slot & arrival time stamped in the sheet. If a driver arrives before his booking slot then the time displayed is a negative number, which Excel is showing me as I've enabled the 1904 system. As it stands I want to allow 30 mins before the booking slot. So a 14:00 booking will be allowed at 13:30 if that makes sense.

Is there a way I can calculate the number of deliveries less than -00:30? I currently use a countifs which shows anything less than 00:00 but then have to manually go through the sheet counting anything between 00:00 & -00:30, which is taking away the object of having the sums in place to work out for me.

**EDIT** I've attached a limited example which should hopefully show what I'm trying to achieve, there maybe some #refs in there as I've deleted the other sheets that contain personal data etc.
