Auto fill a number from a table once two fields match criteria. IF/AND formula

I am new to Excel and having trouble working this out. The Yellow fields I need help with. I need to be able to Select a % from columns H,I,J,K 9:15 using IF/And formula. The corresponding B10 would match the associated Column in HIJK 8 and enter in the matching % based on B8 relevant to G9-G15 >= and auto fill that % into E11.
