Vlookup within range of values

hello all.
i have the following data set where i have a category and corresponding % fee. i need to vlookup the correct selling % in Column J depending on the category and price.

example:
J2: should be populated with 12%
J4: should be populated with 8%
J12: should be populated with 15% (as the price is over 10)

i have tried LOOKUP function however i am not able to lookup the product category and the price range to get the correct % fee as this case has 2 conditions.

Your help will be greatly appreciated.

Exclusions:
i want to avoid implementing a ARRAY formula solution and avoid creating tables as array is computationally very heavy and with TABLES filtering is an issue.
However, if this is the only viable solution i will try to amend my sheet.
