Countifs without counting duplicates.

Calling all Excel experts!!!

I have attached a demonstration excel sheet and I am trying to count how many learners are in this report but excluding duplicates.

I need to get the amount of students that are "11" for emp stat (Column D) for the North region (column A) - on the demo the answer would be 2

The way to tell if they are duplicates is through the unique number (Column C) which will need to be included in the formula I think.

Any ideas?
