Vlookup with different lookup value

I tried used vlookup formula but with different lookup value, is not work.
please help to advise with formula needed.

Try:
=VLOOKUP("*"&A3,Data!$A$2:$B$5,2,0)

with * mean "whatever before value of cell A3"
