Help with averageifs formula.

New to the forum and a pleasure to be here.

I am in need of you help.

I am working with a table of 2 columns:
Column 1: Month/Year (Jan/2000, Feb/2000, ... , Feb/2020)
Column 2: % anual inflation

I am trying to create a formula to include the average of the 12 months prior of 2016 and after 2017 the average of the calendar year (Jan- Dec)

Example:

If I need to work with the month of July 2014 the formula needs to indicate the average of inflation corresponding to the 12 months prior July 2014 (range: July 2013 to June 2014) this done by year. And after the year 2017 include the average of Jan - December, instead of the months prior.

Any help would be much appreciated!
