    Conditional Formatting formula

    I need help with a conditional format. I want to highlight cells b3 and c3 if they are equal however I don’t want to highlight them if they both have zero values.

    I already have a formula that colors the cell blue if b4 > c4 and red if b4 < c4. I just need a formula that colors the cells green if they are equal to one another unless if they are both zero I don’t want to highlight at all.
