Im having difficulty trying to figure out if this is possible. I'd like to have a color bar show the percentage (0-100%) but if the value goes over 100% to be a different color, can this be done? Thanks!

i would add another rule with a colour for > 100%

Select Thread Tools-> Mark thread as Solved. To undo, select Thread Tools-> Mark thread as Unsolved.
Built-in color bars cannot have a condition that turns them on or off, nor one that changes the color. If you set up two rules, one for 0-100 and another for >100, it won't do what you think. One rule will take precedence and the other will be ignored.
Instead of color bars you could use very skinny columns, and have two conditional formatting rules for those. See attached.
