The daily formulas in your example are all screwed up (probably when you simplified the example) but what I think you are looking for is
Format cell F11 (Format Cells> Number custom [h]:mm
Then just SUM(F3:F9)
Is that what you need?

Is there a way to convert the number of total number of hours back to a number
so as to multiply it by the hire rate?
So the 49:00 hours would become 49 and I could multiply it by eg 10?
=SUM(F3:F9)*24 and format the cell as General
