Matrix-Formula for Frequency with two Criteria

Good morning,
I have a huge amount of data I need to sort and make some plots of. For that purpose I need to find the frequency based on two criteria (so basically a matrix).

I'm familiar with how to set up a matrix-formula to determine the frequency depending on a single array of criteria, but I'm unable to make this work for two criteria.
I've attached an easy example of the problem.
Can you please help me to get this working?

Thank you very much. I got it to work. But for some reason I need ";" instead of ","...it probably has to do with my German Office Version with English language settings

Yes, that is the Format of the German Office. I use the Dutch version and have also semicolon (; ) instead of colon (,).
