Look up between 2 table for match data with no order

Hi guys,

I've got 2 files with 1 milion rows per table, i need to match 2 columns to check table1 contain all data from table2.
Problem is per 1 code is avg 10-20 rows in random order and i just dont know how to compare it, I included file with sample 1 code to show how its look like. In whole file its should be like 100% coverage but if something is missing or doesnt match, can we also show what is it?
