If. The True & False returns

I'm very new to formulas in excel,
I am trying to return a currency no. in cell E2 which represents the value of sum(c2*d2*0.5%)>10,000 should return a value showing 320.58 if the return is less than 10,000 it should return a value of 31.96. I have tried to achieve this by simply adding +1 in the value if true, however when c2 is reduced to 1000 the value which is returned is 32.96 instead of the 31.96. I am struggling to alter the formula. Can you help. Many thanks, look forward to hearing from you.
