Help with Index Formula Using Small Function

I am using an index formula with SMALL function to pull all the relevant rows from one worksheet to another. You can see in the attached spreadsheet that the key is the vendor number listed in cell A10 of the REPORT worksheet. I just cannot figure out why my formulas work fine for some vendor numbers, and they are pulling in extra data for others. I would be most grateful if anyone could provide some insight.

    instead of U1351.
    Also ROW(DATA!$B$3:$B$1351)

Re: Help with Index Formula Using Small Function

If your interested you can do that with the new filter function
Clear out your existing formulae & put this in B10 alone
    =FILTER(FILTER(DATA!C3:U1351,DATA!B3:B1351=A10),ISNUMBER(MATCH(DATA!C2:U2,A9:M9,0)))
It will spill down as far as needed
