500 odd rows. No indication of what you want to see, or where you want to see it. Please amend your sheet showing a couple of manuallly calculated results in the cell(s) where you want to see them.

A formula will work fine. but for clarity exactly WHAT do you expect to see.
If the reviews for that MOC are all complete and all the before actions are complete then they would be ready to go to the next step. The formulas already on that page let me know that the before actions are done, indicated by the check. I just can't figure out how to know that all the reviewer are complete.
A bit of a guess:
=IF(COUNTIF(C:C,C2)=COUNTIFS(C:C,C2,I:I,"Completed"),"All Done", "Incomplete") in t2, copied down.
