I think you need to restate you problem and say what you really want.
Seperate tabs for each person are messy. currently you could get the same reference for 2 people
Why not if you need the 1 to 999 to be random do the below, they are only rough thoughts on the problem that is not really defined
make a column of 1 to 999
in the column at the side put =rand()
then copy the rand column no top of itself as values.
Sort by this column, which will randomise the order 1-999
then pick the values from this column sequentially for receipts

I'll create the list of numbers, reference them in the formula. Copy and paste them as Values.
Get C3 to be populated by that list. Copy them down to get as many as I need then Copy and paste as Values again. Finally clean-up.
