Select B3:B43
Conditional Formatting > New Rule> Use Formula
=L3>1000000, format fill as Green

substitute commas with semi-colons if your region settings requires

10,00,000
mising a zero on the commas,
select cells B3 to B43
then use a formula
=$L3>1000000
and fill green
i have used the 10,00,000
but change the number to whatever you want
