Index and Check Date function to list names.

Hi,

Imagine the table below:
... A ................ B
1 NAME .... DATE COMPLETE
2 John .... 1/5/2019
3 Mary .... 21/6/2021
4 Bruce .... 22/10/2020

how do I make it so that it checks IF DATE()>DATE COMPLETE It'll match the row NAME and input the list of names. So in this instance, it'll input John and Bruce.

I thought it would be something like =INDEX($A$2:$A$4,IF(TODAY()>$B$2:$B$4 << Thats where i'm stuck

Any assistance would be greatly appreciated.
