O4 =IF(COUNTIF($O$3:O3,O3)< COLUMNS($B$2:$M$2),O3,INDEX($A$3:$A$44,MATCH(O3,$A$3:$A$44,0)+1))

P3 =INDEX($B$2:$M$2,,ROUNDUP(MOD(ROWS($P$2:P2),COLUMNS($B:$M)+0.1),0))

Q3 =INDEX($B$3:$M$44, MATCH(O3,$A$3:$A$44,0), MATCH(P3,$B$2:$M$2,0))
