code for cell color change

Hi Team,

I have a csv file and if status column value is met the cell color in excel should change in green color otherwise if status value is not met it should change in to red color.
please help me can we do this in java or any other programming language

I have csv file which having column like status if status="met" then the cell color sholud change to green in excel otherwise if status="not met" then cell color should change to red color.
