if then statement with inserted rows

Ok, so I have a excel document where I have results on sheet1 and it pulls information from other sheets. I have a button on each sheet that allows someone to enter information and it'll push the old information done. What I'm trying to do is format a formula so that it always looks at a specific cell on the newly inserted row, but I can't get the formula to stay. The formula always moves down with the inserted row.

=IF('VibePro Balancer'!E6="","C","D") - This is the formula I'm using. What I need is the E6 to always stay E6 even if a new row is inserted. I have played around with several commands, indirect, index, etc and either I'm not using them correctly or maybe I'm adding them wrong. I have enclosed a pic of the information screen. The "New Record" button inserts a new row.

Any help would be greatly appreciated!
