Can not get formula to report a change in cell value

I am having trouble getting my weather and road conditions to work.

When the data in Column H changes but the data in Column I stays the same my formula will not show the change and stops.
    i.e.
    Column H Column I
    Overcast Wet
    Rain Wet

How do I get the formula to recognize the change?

Thank you so much for your time.

What formula? What changes? Obvious to you, but still a mystery to me (yes, looked at the attachment). More details, please.

Try this in B153 copied down
    Formula: copy to clipboard

Your formula was ignoring values if either Road or Weather conditions remained constant.

    Thank you for your reply.

Sorry about that. The formulas are in the following cells.
    B153, C153, E153 and F153.

What happens is, if he road conditions are the same but the weather changes the formula does not report the weather change or road condition. To see what I mean change the values in the range I138 to I145 to ICY. You will see the report picks that up. The issue is that there are many occasions when the road conditions will remain the same but the weather conditions will change.
