Conditional formatting with protection

Hellow Everybody,

I hv three sheet, first sheet kind of loging page where user can enter basic details and input will get inter to data sheet,second sheet datasheet where coupons serial Nos get entered manually , with sime calcution it creates Book Nos and total Books and third sheet is to crete master. i am looking two soloutions here..

1. in Data sheet name and id cell will be protected and it will take except only formla input.. no manual entry allow here
2. datasheet wiill be protected till these cells are filled and third one
3. Master shd automatically create bookno series. once the first 30book serise finish second 10book nos series start and so on...

hope my query is not confusing........
