#VALUE! Error Using a Triple Nested SUBSTITUTE Formula, ERROR DUE TO EMPTY CELL(S)

Using a Triple nested Substitution formula, I need three conditions to be fulfilled:

1. If the cell has a #, replace it with ""
2. If the has a "word" replace it with 0
3. If the cell is EMPTY, replace it with 0

Using this formula I got conditions #1 and #2 to work:

However, when I try to get condition #3 to work using this formula:

I run into a #VALUE! error.

If the range I selected has values for each cell the formula works but if one or more cells don't have values condition #3 (empty cells) I get a #VALUES error.
