Indirect formula change for row / column dragging

Good evening, I need your help to modify the formula that you find in the attached file D5 Rep sheet
to have the same result by putting it in cell D18 (yellow)
and drag right and down.

4 is 1 row before data
2 is 1 column before data

Custom Format F18:G24 to hh:mm;;

R "& 4 + ... R = Rows
C "& 2 + ... C = Columns?
