Dynamic formula to split data in column c and repeat the remaining columns

Hello Everybody,
Could you help me in my question ,please?
I need a dynamic formula to split data in column c by ", " and repeat the remaining columns {a,b, d:h}
There is an exception company 1 no split.
Note: Column h contains a formula. I want it as it is with no change.

But there is a small problem:
When there is an empty row in the middle of the data, formula returns wrong data.
