If and or Formulas with Multiple Range Criteria - not returning result

We have attached a file. I have added column f formula in it. But the result is not as desired.
The manual on how to get the result is inserted in column G.

Why is the formula wrong when it is calculating based on the exclusions in D?

You ned another exclusion in D list ?????

See formula in Post #3 : you need to add criterion if you want to exclude "xyz CEMENT".
