Need to sum values whose date range covers a specific date

See excel workbook attached. I need to come up with a formula for column E so that I do not have to manually Sum the corresponding values from the "Fixed Price Block Transactions" Table. For Example, in cell E45, Since the date is May-19, I need to sum up the "Block Size" Values from column H of the "Fixed Price Block Transactions" Table whose date range encompasses May of 2019. Please let me know if you can help with this.
