Excel // compare multiple columns and give a message

i need your help, in order to find the best solution for my case.

I have the tabel attached, in olumn
A is the code
B Qty Scanned
C Qty On Hand
Variance 1st location
Variance 2nd Location
Variance 3rd location
Variance 4th location
and so on
In column H i have the variance
In column I i would like to have a comment

So for example in the row 4 i scanned 18 and i have 18 products on hands, so variance 0, but i counted -1 in location 28803 and +1 in location 28817
i would like to have a message in the cell I4 like: "Move the product from 28817 or location2 to the location1 or 28803"
the same for the row 5, the message must be move 2 products from 28803 to 28817
so where the qty is positive, and i found the same quantity negative overall 0 on the same row, the message must tell me to move the product from the positive location to the negative location...
in the row 17 i have
-3 on location 28803
+4 on location 28817
-1 on location 28818
so the total is 0 an di would like to have a message saying:
"i must move 3 qty from 28817 to 2883 and 1 qty from 28817 to 28818"

just to clarify on row 11 no action are required, just to confirm the qty extra counted in the 4th location 28819

i gave the name to the location, but are just variable can be also A B C D etc...
