Highlight cells based on Percentage value

Hello,

I have a large set of date in columns where at the bottom of my columns I have a specific row that lists percentage change in data from the previous year. For example I may have one cell in the row stating 3%, another 27% and another may even have a negative value such as -64%.

What I would like to do is be able to highlight the cells within the row which fall outside of a particular % range. For example if a cell value is between 10% and -10% I would like for it to remain normal, but if the cell is higher than 10% or lower than -10% then I would like for it to be highlighted.
