Count of multiple criteria

Dear team,

I have 2 excel files. One excel file is have raw data with more than 1000 records with 50 columns and second excel file have state names in Column A1:A12 with column headings of side effects (SE) . I want to count the number of SEs reported state wise in the second excel file from raw data.

I tried with countifs but I got all zeros. Can any one help me to get this done.

For convenience I have put both files in one, different tabs.
see attached Sheet2

B2 and across:
=SUM(($A2=Sheet1!$A:$A)*(Sheet2!B$1=Sheet1!$B:$B))
