Leading Zero Formula

Using a long list, I'm trying to merge two cells (each with a digit) into one cell. My problem is the leading zero. The "cells > custom" 00 does not help.

I put together this formula: =CONCATENATE("0"&V4)&" "&("0"&W4)

Its works perfect to preserve the zero for single digits with a leading zero but for my "two-digit" data its also adding a zero.

For example;
05 | 06 becomes 05 06 that's good, however
11 | 15 becomes 011 015

=TEXT(V4,"00")& " " &TEXT(W4,"00")

Since your numbers are either one or two digit numbers, this shorter formula will also work...

=TEXT(100*V4+W4,"00 00")
