    SUMIF keeps ignoring a column

I am trying to sum two cells in a row that belong to any agency other than "UNDSS". Despite setting the sum range correctly (c5:d5) it ignores the D column and returns a value as if it contained a 0, no matter what it actually has in it.
It works fine with the exclusion of the "UNDSS"-related values, but in all other rows, it just refuses to include Column D in the sum.
Where did I make a mistake?
    My formula: =SUMIF(B5,"<>UNDSS",C5:D5)
