Randbetween to exclude 3 or more other randbetween with Sudoku rules

Hello.

I am making sudoku puzzles for my students and inside some numbers must have certain values exclusively plus the general rules of sudoku limit what numbers can be generated randomly.

So some cells have limits of values 1-5, 1-6 and 1-7 and then in between those cells cant have the number that has been already generated randomly in previous cells.

is this possible to solve or should I type numbers manually?

I know there are not many iterations, but still would like to have it generated instead of me.

Yes, thank you. I sign up for this forum decades ago and on 99% of occasions managed to solve the issues or figure out formulas myself.
I have Office 2021.

I hope someone will respond is what I need possible with just formulas without VBA.
