Conditional Dynamic Drop Down List

Good afternoon,

I am hoping that someone might be able to help me fix some off the formulas in the attached excel.
I am trying to create a dynamic drop down list for freight prices based on container size (20, 40 or 40HC) and also port of origin.

I believe that I should be using the offset function, but I keep getting #NA when I type in what I think should be the correct formula. Ideally I would like to be able to show "country of origin" "port" "container size" "if port x and container size y are selected then value a appears" and will then autofill the destination charges and delivery charges based on the two previous conditions.

I am not very good at excel, but I am trying! Chances are someone might have a better method of showing this data too ... so I am open to all suggestions!
